Most commercial fitout and refurbishment work in New Zealand happens in buildings that cannot stop. A bank branch still serves customers. An airport terminal still boards flights. A hotel still has guests upstairs. An office floor still has three hundred people at their desks. Delivering construction work in these conditions is a different discipline from building on an empty site, and the difference is almost entirely about planning rather than trade skill.
This article sets out how it is actually done, what it costs, and where projects in live environments go wrong.
Why do it at all? The closure cost calculation
Working around an operating business is slower and more expensive per square metre than working in an empty one. The reason clients do it is that the alternative is usually worse.
The comparison worth running before deciding is straightforward:

For a trading hospitality venue or a retail store, lost revenue for even a few weeks routinely exceeds the entire premium of a staged delivery. For an office refurbishment, the cost of temporary accommodation for several hundred staff usually does the same. The calculation flips only where the works are so extensive that safe occupation is impossible.
The principles that make live environment delivery work
Sequence around the operation, not the trade programme
On an empty site the sequence follows construction logic: get all the demolition done, then all the services, then all the linings. In a live building the sequence follows the operation. Work is divided into zones that can be isolated, completed and handed back while the rest of the building continues. That means revisiting trades multiple times, which is less efficient but keeps the business running.
The planning question is not “what is the fastest build sequence” but “what is the smallest area we can take, for the shortest time, with the least impact”.
Separate the noisy, dusty and disruptive work
Every scope splits into three categories. Work that can happen during business hours behind hoarding with no material impact. Work that must happen after hours or overnight, typically demolition, coring, jackhammering, and anything affecting shared services. Work that requires a full but short shutdown of a zone, planned well in advance with the client.
Getting this categorisation right early is the single biggest determinant of whether the programme holds.
Isolate properly
Dust, noise, vibration, odour and visual impact all need active management. In practice this means full height hoarding rather than partial, negative air pressure and filtration in sensitive environments, acoustic treatment where noise transfer matters, temporary fire detection and protection where the permanent system is isolated, and separate access and egress routes for construction traffic that never cross customer or staff paths.
Fire system isolation deserves particular attention. Any period where detection or sprinkler coverage is reduced needs a documented interim fire safety plan, agreed with the building owner and often the fire service.
Protect the customer and staff experience
In a trading venue the construction work should be invisible to the customer. That means hoarding that is finished and branded rather than raw, no construction materials or waste in public areas at any time, deliveries and waste removal outside trading hours, and site teams who understand they are working in someone’s business.
Manage the interface, constantly
Live environment projects succeed or fail on communication. Daily coordination with the venue or building management, weekly lookahead of works that will affect the operation, clear notice of any service interruption, and a single point of contact who can make decisions in real time.
What this looks like in practice
Over 80 percent of Complete Construction’s projects are delivered in live, occupied buildings. Four examples show how the constraints differ by environment.
Fisher & Paykel Healthcare, East Tamaki. An 8,000 square metre refurbishment across two occupied buildings, covering new ceilings, carpets, acoustic wall panels, IT infrastructure and furniture. The work was staged into tightly planned sequences with noisy operations conducted outside business hours and phased deliveries scheduled to maintain momentum. Completed with zero operational downtime.
SkyCity Flare Bar, Federal Street. A full interior fitout inside a casino operating 24 hours a day, including bar joinery, custom cabinetry with integrated lighting, Italian marble with pattern inlay and a bespoke gold chainlink feature ceiling. Off site prefabrication delivered the accuracy the detailing required, and installation was staged outside peak hours in coordination with SkyCity’s operations team.
Nudie Jeans, Commercial Bay. A retail fitout inside a live premium mall on a four week programme with no float. All joinery was manufactured in house and delivered just in time to meet mall logistics and access constraints. On site works were staged around mall trading hours to maintain safety and presentation throughout.
Comvita, Auckland International Airport. A flagship store inside the international terminal, delivered under strict security protocols around live terminal operations on a condensed programme. Off site manufacturing and just in time delivery met the site access constraints, with Procore supporting real time coordination between the factory, the site and airport stakeholders.
The pattern across all four is the same. The disruptive work moves off site, what remains is sequenced around the operation rather than around construction logic, and the interface with the client’s business is managed continuously rather than at milestones.
Health and safety obligations in occupied buildings
The Health and Safety at Work Act 2015 creates duties for every person conducting a business or undertaking. On a live environment project there are multiple PCBUs sharing a workplace: the contractor, the building owner, the facilities manager, and the operating business itself. The Act requires these overlapping duty holders to consult, cooperate and coordinate.
This is not a paperwork exercise. In a live building the people at risk include members of the public and the client’s own staff, who have not had a site induction and are not wearing protective equipment. Practical consequences:
- Public exclusion is a design requirement of the site setup, not a signage exercise
- Traffic and pedestrian management plans must account for customers and staff, including those with reduced mobility
- Emergency egress must remain compliant at every stage of the works, including during hoarding changes
- The building’s trial evacuation and warden arrangements need to reflect the construction zone
- Permit systems for hot works, confined space and services isolation take on added weight when the building is occupied
- Induction requirements extend to client staff who may need to enter or pass the works area
Overlapping duties should be documented in a written agreement setting out who controls what. Assuming the other party has it covered is where incidents happen.
Where live environment projects go wrong
Underestimating the productivity penalty. A trade that installs 100 linear metres a day on an open site may install 40 in a live building with restricted access, escorted deliveries and a four hour night window. Programmes built on open site rates will fail.
Access and logistics not resolved before start. Goods lift availability, loading dock booking windows, after hours building access, security escorts and waste removal routes. In a multi tenanted building or an airport these are frequently the binding constraint on the programme, not the trade resource.
Material staging. There is nowhere to store anything. Materials must arrive close to just in time, in the right sequence, in quantities that fit the available holding area. This puts real pressure on procurement discipline and is where in house manufacture helps most, because production can be scheduled directly against the site sequence rather than a third party’s dispatch queue.
Discovering the base build late. Strip out in an occupied building often reveals asbestos, undocumented services, non compliant previous work or seismic issues. Investigation before the programme is fixed is far cheaper than a variation and a stopped work front.
Scope creep during the works. Clients see the space opening up and want to add to it. In a live environment, late additions do not just add cost, they can invalidate the entire zoning and sequencing plan.
What to ask a contractor before appointing them for live environment work
- Which comparable live environment projects have you delivered, and can we speak to those clients?
- How will you sequence and zone this project, and what areas will be unavailable to us and when?
- What work needs to be done after hours, and is that priced?
- How will you isolate dust, noise and vibration, and what will we actually hear and feel?
- What is your interim fire safety plan during any system isolation?
- Who is our single point of contact, and what decisions can they make on site?
- How will overlapping PCBU duties be documented between your team, the building owner and our operation?
- How much of the work is manufactured off site, and what does that do to our disruption window?
Frequently asked questions
Is a fitout in an occupied building more expensive? Yes. The premium comes from after hours labour rates, reduced productivity in smaller work fronts, additional hoarding and isolation, and extra supervision. The relevant comparison is not against an empty site build but against the revenue and relocation cost of closing, which is usually the larger number.
How much longer does a staged fitout take? As a planning assumption, expect a programme extension in the range of 20 to 50 percent compared with the same scope in an unoccupied space. The variables are how much work must be done after hours, how small the work zones are, and how much of the build can be moved off site into manufacture.
Can noisy work be done during business hours? Some of it, depending on the tolerance of the operation and the acoustic separation available. The usual approach is a strict cutoff, with demolition, coring, drilling and fixing scheduled outside trading or business hours and quieter assembly work done during the day behind hoarding.
How is a hotel refurbished while guests are staying? Floor by floor or wing by wing, with the works zone sealed and served by a separate lift and access route, guest rooms relocated away from the active zone, and noisy work restricted to defined daytime hours. Bathroom and joinery elements are often prefabricated off site to compress the time each room is out of service.
Can a restaurant or bar stay open during a fitout? Frequently, yes, particularly where the works are staged across front of house and back of house. Kitchen works are the hardest to stage because a venue cannot trade without a compliant, functioning kitchen. In those cases a short, tightly planned closure with a temporary kitchen arrangement is often the better answer.
